Russian manufacturers adhere to average parameters.

Of course, the above dimensions are only recommended. Everything in life is much more complicated. There are too non-standard rooms. There are people of non-standard growth. There are people with disabilities. Therefore, ultimately, the size of the kitchen cabinet is determined not only by generally accepted parameters. The main thing is convenience, comfort and safety.
