One of the most significant federal infrastructure projects of the last few years, without exaggeration, can be called the reconstruction of the Central Ring Highway. Of particular importance to this project are the geopolitical events that are currently taking place - various sanctions and embargoes on imported materials and equipment from Western Europe and the United States, restricting the access of Russian companies to cheap foreign capital markets.
What is the Central Ring Road historically?
For many post-war decades of the twentieth century, until the collapse of the Soviet Union, the Central Ring Road was the military-strategic artery of the air defense forces of the Moscow region. Where the Central Ring Road passes, cargo and troops were moved between military units located in the immediate vicinity of the Central Ring Road and armed with missile systems around the entire circumference at a distance of about 30 km from Moscow. During these years, travel, and even more so, travel along the Central Ring Road was strictly limited by military posts. Of course, this road did not have the necessary attributes of a public road, that is, road markings, lighting, and fences. Yes, and the road surface did not matchinternational standards, it was concrete and intended for the passage of heavy military equipment without much comfort, but at any time of the year and in any weather. That is why the people called the road where the Central Ring Road passes "concrete".
What is the Central Ring Road today?
After the acquisition of sovereignty by the Russian Federation has undergone significant changes and military doctrine. Now new modern models of weapons have been developed, including air defense systems, which can provide their direct functions without any restrictions. And so the territory where the Central Ring Road passes was opened for public use.
In some places, the old destroyed pavement was repaired, asph alt was laid, road markings were made, bridges were repaired.
However, after the change in the economic structure in Russia, the introduction of widespread production decentralization, a large-scale increase in cargo turnover between regions, Moscow became the main cargo transshipment center of the country, and such a road did not meet modern requirements. Millions of tons of cargo arrive in the Moscow region via radial highways and, after processing at warehouse terminals, travel back to the regions along the same highways.
In such a situation, trucks approaching the city have the only opportunity to move within the region between highways only along the Moscow Ring Road, which is usedalso for public transport and cars. Such a volume of transport is not able to "digest" even a very wide and modern highway. Under these conditions, it was not just a question of comfort, but a vital issue of the reconstruction of the Central Ring Road, where a grandiose construction will take place, since without it all the vehicles of the Moscow region will get into one big traffic jam.

It was decided to carry out the reconstruction of the Central Ring Road in five launch complexes, starting from the DON highway and further clockwise. The reconstructed road will pass along the route of the existing "concrete" with the construction of several alternate roads near the cities of Odintsovo, Mytishchi, as well as along the section where the Central Ring Road Zvenigorod SS 155 passes.
The road itself is planned to be completed according to all ultra-modern requirements that meet international standards.
If we combine the main points of the upcoming reconstruction of the Central Ring Road, the construction scheme will look like this:
- eight to ten lanes of two-way traffic without traffic lights;
- modern asph alt concrete pavement;
- lack of adjoining, crossing oncoming traffic, secondary roads, only through the turning "pockets";
- modern interchanges with radial highways.
Road of the Central Ring Road - where will it go?
The Central Ring Road will pass through bypass sections of cities near Moscow, connecting Domodedovo, Odintsovo, Zvenigorod, Solnechnogorsk, Mytishchi, Schelkovo, Bronnitsy.
Features of the financial and economic component of the Central Ring Road
Given the difficult financial and economic conditions described in the preface, it was decided to implement the scheme for the construction of the Central Ring Road on the terms of public-private partnership. What does this mean?
Large road-building Russian and foreign holdings conclude a contract with the state for a period of thirty years on a competitive basis. According to the terms of the contract, the company builds and operates a specific section of the road for its own or borrowed finances, but at the same time, to compensate for its costs, it has the right to collect tolls on a specific section.
Of course, PPP is a new form of construction organization for modern Russia. However, considering how much competition has unfolded in the tenders for each section of the reconstruction of the Central Ring Road, this form is very promising.
As for the development of the districts of the Moscow Region adjacent to the Central Ring Road, then, of course, the presence of such a modern highway will give impetus to housing construction (serious construction companies such as Morton, SU-155, "PIK", etc.). In particular, on the outskirts of Zvenigorod, adjacent to the Central Ring Road, the SU-155 company intends to build several residential areas. And these are new residents, new jobs and taxes.
