In domestic legislation, there are norms and laws that clearly define the concept of overhaul and the features of its implementation. However, not everyone knows these rules. We will try to answer some questions about how to make major repairs of buildings and structures and who should be responsible for this.

First of all, it is necessary to deal with the concept itself. The overhaul of a building is a process of urban planning, since the building is on the city's balance sheet and is an object of the city's fixed assets. The procedure is carried out so that the structure can be used for a long time and it is constantly in working condition.

Based on the law, all actions aimed at maintaining property in good condition must be carried out by the owner. That is, if the building is in state ownership, then the administration of the locality on whose balance sheet the structure is located should carry out repairs. If it is not state property, then the private owner is responsible for its integrity and safety. Naturally, the law provides for some exceptions togeneral rules.

Major repairs of buildings should be carried out in cases where their operation poses a danger to employees or other people, and also when normal working conditions cannot be provided in the building. If the buildings are rented out, then the overhaul of the buildings must be carried out by their owner. Even though he knew about the existing shortcomings before handing over the object to someone else's property. Although the landlord may transfer these obligations to other persons in cases established by law.

It must be said that the authorities strictly monitor the conduct of such a procedure as the overhaul of buildings, because during its implementation the structural characteristics of structures are necessarily affected. However, the rules cannot force the owner to monitor the technical condition of the structure.

At the moment, there is only one document that controls the implementation of planned preventive measures regarding non-residential structures. But it has not been reviewed since the days of the Soviet Union.

The overhaul of buildings should include a preliminary assessment of the state of the structure, as well as ongoing engineering and technical supervision of the state of the facility after the necessary measures have been taken. It would be good if the legislation spelled out the requirements for buildings and their safety, which would force the owners to carry outoverhaul of buildings to reduce the risk of their collapse. After all, the owner is responsible for bringing the building to a state in which it is dangerous to operate.

In any case, the overhaul procedure is necessary, the normal operation of the building is, first of all, in the interests of the owner himself.
